Senior Program Manager - Geospatial Modernization

Suitland, MD
Full Time
Manager/Supervisor
Behind every Census, every population estimates, every community funding decision, and every piece of geographic data used across the federal government is a foundation most people never see. The U.S. Census Bureau’s (USCB) Master Address File (MAF) / Topologically Integrated Geographic Encoding and Referencing (TIGER) System serves as that foundation, maintaining one of the nation’s most critical geospatial and address data environments and supporting the data that drives decisions impacting millions of Americans.

As the Census Bureau continues its transformation and modernization efforts, this is a rare opportunity to join us as a Program Manager (SME) and lead that mission. In this role, you’ll serve as a trusted leader supporting the Census Bureau’s Geography Division and Census Transformation and Application Modernization (CenTAM) initiative, helping oversee modernization efforts that span application development, cloud transformation, geospatial systems, operational readiness, program governance, stakeholder engagement, and large-scale technology delivery. You’ll work across technical teams, government leadership, program offices, and industry partners to ensure execution remains aligned, risks are managed before they become problems, and critical milestones are achieved without losing sight of the mission. The ideal candidate must be able to clearly articulate strategy, defend decisions, build stakeholder confidence, and effectively communicate complex information to both technical and non-technical audiences. If you’re ready to step into a highly visible role where your leadership, judgement, and ability to bring people together will directly influence the success of a mission that impacts communities across the country, join XTS today!

  • You have strong experience leading complex federal programs as success in this role requires understanding governance, compliance, reporting, risk management, to ensure programs remain on schedule, within scope, and aligned to mission objectives.
  • Experience managing cost, schedule, and performance to oversee program execution from planning through delivery, ensuring commitments are met while maintaining visibility into program health, resource utilization, and operational readiness.
  • You have proven leadership of cross-functional teams, as you will be looked upon to bring together technical teams, government stakeholders, subcontractors, and program leadership. The ability to build alignment, establish trust, and create accountability is paramount.

Voluntary Self-Identification of Disability
Voluntary Self-Identification of Disability Form CC-305
OMB Control Number 1250-0005
Expires 05/31/2026
Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
